In this work, we analyze the recent trends in the scientific research support in the European Union. Parallels are drawn between the processes in the European Union and in Russia. We discuss the main challenges facing the European science and steps that are taken in order to deal with them. The European experience of using the formal (bibliographical) criteria in evaluation of the scientific projects is reviewed
