The article provides a deep and retrospective analysis of the formation and development of wind power industry in Ukraine, one of the fastest growing sectors of the energy sector. There have been analyzed the operation of wind plants constructed under the State Complex Programme for Wind Farms Construction and reasons for the failure of its implementation. There has been an analytical review of the wind energy sector of Ukraine for the year 2012 performed and promising wind projects being under development in Ukraine have been listed. There have been presented data on the status and problems of this energy sector development in the Russian Federation, on the formation of the legal framework for renewable energy development, including information on the latest regulations to ensure the development of renewable energies in Russia.
